    You’ll need a server or a pc with huge components in it since you’ll need to be able to handle all the traffic. Then you’ll need to learn how to do html programming language which is whats used for web sites.

    And of course you’ll need for the ppl who visit ur site to be able to be registered, paid users, via electronic purchase of your offers thru the web.

    You’ll either need a knowledge of web programming or access to someone who can put together a cohesive website. After that, you’ll need to market the site. This can be done via newspapers, flyers, radio, etc. Try to put out press releases. You can do “viral” marketing by people telling others about it. (Think about how MySpace got so big!) Most larger sites have local sections, but if you have something unique, make that your selling point. (Perhaps taking cash, money order, or check for a “pre-paid” account?)
